1447253 - Two different sites with different tlds but same “name” do not display together in top sites and cannot both be pinned either

Steps to reproduce:

I visit two different sites a lot that have the same “name”.

The sites in question are:

- https://www.archive.is/

- https://www.archive.org/web

When neither are pinned and I clear my private data, and I load both pages a few times, the one I have loaded the highest amount of time will display in the top sites list as “archive” and the other is not shown.


Actual results:

Only one of the two sites are shown in top sites and only one of the two can be pinned at the same time.


Expected results:

Both sites should be shown in top sites and both sites should be able to be pinned.
