Last week I turned off all of the options in new tab: search bar, activity stream, pocket recommendations, etc. My page was just a blank page, with the Nightly logo in the top right and (I believe it still had) the settings menu for AS.

When going to a new tab:

Expected Result: Ability to turn on AS features

Actual Result:

It is still a blank page, but there is no way to turn everything back on. My new tab is just a completely blank page, with the following contents:
    
    <html><head></head><body></body></html>

Going to `about:newtab` results in the same.
Try updating to the latest nightly 20180320220122. You probably have browser.newtabpage.enabled set to false, which got reintroduced in bug 1383599. Bug 1417155 added the about:preferences UI to set to Blank Page or Firefox Home.
