Steps to reproduce:
1. Turn off trackpad
2. Turn on mousekey
3. Press ^D to bookmark
5. Use mousekeys to go to the “Folder” dropdown to change the folder
Actual results:
4. Bookmark popup appears
6. (Intermittent) Popup disappears, bookmarked filed under default of “Other bookmarks”
7. User has to call up the bookmark popup again, mousekey to Remove Bookmark, then call up the bookmark popup a third time, change the folder, then file the bookmark (3x the work)
Expected results:
If a popup appears, then it should not disappear until the user has dismissed it
