1448860 - New windows not opened maximized

Nigthly (x64) up to date, win10 x64 up to date

STR (not reproducible with a fresh profile, have to find out the difference in my regular profile yet):

- have a single maximized window with few tabs open
- press Ctrl-N

actual:
- a new window with size of 354 x 259 px opens

expected:
- a new maximized window is opened


This started to happen recently.  Before that I had a slightly different problem: new tabs started to open as about:blank instead of about:newtab.  I found a pref being flipped responsible for it and did a reset on it.  I don't recall the pref's name and honestly I can't find that pref in all.js now...  probably was a long lasting leftover from the "browser.newtabpage" group.  I *think* the new windows size problem started after that, but can't say for sure those two are strictly related.

After more careful testing, this is reproducible even with a fresh profile.
