14489 - Page too wide, doesn't fit in available window

This URL displays fine in 4.x and resizes to fit the current window size, but is
much, much too wide in apprunner (both Linux and NT) and doesn't size to fit the
window.

It is a floated table in another table problem.
Table #1 and #3 is getting too wide in the testcase.

Kipp, (on the 1st table in the attachment) the area frame containing the nested
floating table is reporting a max element width much larger than the viewport.
