Environment: 
Device: Nexus 5(Android 6.0.1);
Build: Nightly 61.0a1 (2018-03-27);
Prerequisite: make some browsing and bookmark at least 15 websites.

Steps to reproduce:
1. Open about:home;
2. Pan down and up the list for "Top Sites". 

Expected result:
Panning down and up is possible.A vertical scrollbar is displayed on the right edge of the screen.

Actual result:
No vertical scrollbar is displayed.

Notes:
Bookmarks Panel and History are not affected.

This is reproducible on the latest version of Nightly 68.0a1 (2019-04-02) with Huawei MediaPad M2 (Android 5.1.1).
