once we are 100% on taskcluster we can change our chunks across the board easier to make reftests more uniform and optimal.

Attachment: adjust the chunking for windows reftests

the failures are win10-qr (not enabled anywhere right now), the win10 failures are as we are testing on new hardware, the goal here is to clean up the large win7 chunks and make the win10 runtime being more realistic:
