Bug 1056341 is going to add a search budget to mozilla::pkix for situations where there may be many potential certificate paths (but very few or no valid ones). We should add a specific error code for this case (rather than unknown issuer as it is now). (We're basically only doing this because bug 1448787 is touching the same area of code at the same time.)
