Details
Updating tzdata through intl/update-tzdata.sh requires a compatible version of the |icupkg| tool. And since it's probably not inconceivable that a user of update-tzdata.sh doesn't have a compatible |icupkg| available, we should modify update-tzdata.sh to add an option to build ICU when necessary.
