Details
Our options are:
1. Move the code from an extension to built-in browser components or
2. Port to a webextension (with a bundled experiment to handle any bits that aren't possible from a vanilla unprivileged webextension)
I suspect #1 would be easier but if there will be a need to ship out-of-cycle updates in the future then we should go with #2

The old existing onboarding tour is still a legacy add-on, but is planned for removal once we can land the new Simplified Onboarding Tour, which should happen in Firefox 64.
The new Simplified Onboarding Tour and about:welcome will not be a bootstrap add-on.

assigning to Tim to update when the change-over is made to the simplified onboarding tour and also about:welcome.
Firefox 65 is when the boostrapping capabilities go away, so all add-ons should migrate by 64. This was in-line with all these plans, but this is tracking just in case.
