1451085 - Make tools redeployable

This is mostly finished in the `redeploy` branch, so all that remains is some details and merging that branch to master.

Details:
 * use the same environment variables
 * (tc-client-web) use baseUrl, with a special-case for baseUrl "taskcluster.net"

What remains to decide is what to do about docs.  The `redeploy` branch includes docs in the tools site, and the taskcluster-installer build process includes support for that.  We discussed some options in irc and Eli will make a decision soon.  We can either back out the existing support and build a redeployability world with a standalone docs/references/schema (bug 1451073) or plan to forge ahead and unify tools and docs soon after merging the `redeploy` branch.
