Scrollbar thumbs on Linux are always highlighted

There has been a recent change to the appearance of scrollbar thumbs on Linux.
Previously, in their normal state scrollbar thumbs were gray, and their color would change to blue (which I think of as "highlighted") when you hover over them. (If you then click on them, they change to a lighter blue.)
Now, they are blue in the normal state, and lighter blue when hovered over (and there is no further color change when you click on them).
It's not clear to me whether this change is intentional; it seems like a surprising choice to me, so I will assume not.

In trying to find a regression window, I discovered that this is not caused by a Firefox change, but by an upgrade from KDE Plasma 5.8 to KDE Plasma 5.12.
