Actual results: It would be nice if icons in toolbar bookmarks, would only show the icons rather than icons & text or the address. Now when the text is empty the bookmark address is shown which takes a lot of space when toolbar bookmarks are displayed. The current behaviour is fine for the bookmark sidebar though, where there is enough space to show it.

Yes, it's mostly explained in https://bugzilla.mozilla.org/show_bug.cgi?id=1428859#c2 (surely we have older bugs with similar requests, but I kept that one alive for now)

As I noted in the other bug, this is already achievable through simple userChrome.css rules
