Those patches didn't change code; they simply added a new reftest and tweaked a mochitest (neither related to font-matching).

If that push is truly where this intermittent started, then it was likely a second-order effect that was simply "caused" by rebucketing of reftests between R-[1,2,3,...] jobs...
odd, but quite possible.  We recently switched to running tests "per-manifest" so a single browser session would be a single manifest of tests, in this case font-matching tests are only run in the same browser session.  I see a new manifest+tests were added, so this would mean that we run different manifests in each chunk- therefore one could assume that there is not a clean state of the OS/browser/profile between runs.  Possibly this is my narrow view and there are other good explanations.

I confirmed that this test was rebucketed between test jobs around then, too.  In the failure log, it's failing as part of the "Rg1" test run -- but it's not mentioned in the "Rg1" log on the previous push.

And the most recent push with a "Rg2" testrun for this platform *does* have this test:

(Also: this is a failure on Windows 7, and the reftest failure screenshot shows a missing character, so this is likely a version of bug 1392106.)

(Sorry -- to clarify, by "most recent push" I meant "most recent push _before this intermittent started happening_")
I don't have much else to add. As Daniel discovered adding a test can cause the chunks to be re-ordered (the algorithm attempts to put roughly equal numbers of tests in each chunk). Maybe whatever the underlying cause of this is, gets triggered after a certain period of time. And possibly Daniel's re-shuffling pushed the font-matching tests further towards the end of the chunk.

Until we can fix bug 1392106 (the root cause here probably), we might as well work around this by marking it random-if for windows7 in its reftest.list file, since this is so spammy.

It looks like the Windows7 condition is the following, based on a mxr search for "win7" (in code comments for reftest.list):
