Currently if a user searches via one-off searches, it uses the same purpose as the default search even though it's really not.

It would be useful to use a unique purpose for one-off searches so that when searches are reported to partners, it would be obvious it wasn't really a default search.
This is interesting, but not needed. More interesting is that we're not reporting one offs exclusively in telemetry. Other bug coming.
