Went back to see where it started failing this way and found this push from March 13. https://goo.gl/pbr6te Before that they were green mostly on every push. I suspect this is the new generic worker update for windows vm images- I retriggered old green jobs and they are blue->purple. We updated it last week, so not March 13th- I suspect we need to disable the gpu job on windows10-ccov. Fixing the win10 gpu instances will be a bit more work and is scheduled later this month or next month.
