Yeah, it looks like it's subtly fuzzy in a way that likely doesn't matter very much. (And it was disabled on 2 platforms in bug 1503525 for a color channel difference of 1, which IMO isn't severe enough to really merit disabling.)

I'm going to try replacing these annotations:
 random-if(/^Windows\x20NT\x206\.1/.test(http.oscpu)) skip-if(gtkWidget) skip-if(cocoaWidget&&isDebugBuild)
...with an annotation that's permissive enough to cover both this bug and bug 1503525.
