Details

Some of the phases can be skipped and some may be optional. For example, betas can go directly to push to cdns, skipping the promote phase. Actually the corresponding tasks will be added to the push phase. Another example would be partner repacks. We may want to treat this phase as a leaf, not blocking anything else.
