[Steps]: 1. Right click on an item in the Inspector tab 2. Check the context menu [Expected result]: "Show Accessibility Properties" option should not be seen as the last option in the context menu, even if it is inactive. [Actual result]: "Show Accessibility Properties" option can be seen as the last option in the context menu, even if accessibility is disabled. [Note]: On the previous [Build ID]: 20180327120140 the issue was not present.

We ended up going the way were the item is always visible but disabled when accessible object does not exist for a DOM node. I updated the design doc as well.
