[Version]: 61.0a1
[Build ID]: 20180410100115
Mozilla/5.0 (Macintosh; Intel Mac OS X 10.13; rv:61.0) Gecko/20100101 Firefox/61.0

[Prerequisites]:
* Have the latest Nightly installed.
* Accessibility is disabled and Inspector tab is opened in the web console menu.

[Steps]:
1. Right click on an item in the Inspector tab
2. Check the context menu

[Expected result]:
"Show Accessibility Properties" option should not be seen as the last option in the context menu, even if it is inactive.

[Actual result]:
"Show Accessibility Properties" option can be seen as the last option in the context menu, even if accessibility is disabled.

[Note]: On the previous [Build ID]: 20180327120140 the issue was not present.
We ended up going the way were the item is always visible but disabled when accessible object does not exist for a DOM node. I updated the design doc as well.
