I think https://github.com/mozilla-releng/beetmoverscript/pull/117/files#diff-14bc831c46930a709ba12c8fb4f46eb9R123 is the change that causes the issue. Android builds have two "locales" (`en-US` and `multi`) so get detected a repack.

Per comment 13, there has been no failures since April 11th. Thank you Tom and Callek for the investigation and the fix! Closing bug out.
