Steps to reproduce:

Use given file and edit web.config to your data-server then use 'proc.txt' code and run in your database change code accordingly you database table.
Open website in any visual studio environment and run credit_page_2.aspx page also set download setting "Save files to" because in "Always ask you where to save files" option this problem won't produce.


Actual results:

Hey anoopsinghrathaur2,

Can you please provide more detailed steps to reproduce for this issue? We did not manage to reproduce it with the provided information. 

Also, can you retest the issue using the latest Firefox release 59.0.2, latest Nightly and report back the result? Consider using a new clean Firefox profile (https://goo.gl/AWo6h8) as well as safe mode (https://goo.gl/AR5o9d), to eliminate custom settings as a possible cause.

Based on comment 3 and due to the lack of response from the reporter, I'm marking this issue as RESOLVED - INCOMPLETE.
If anyone can still reproduce it on the latest versions, feel free to reopen the issue and provide more information.
