1453972 - Create new taskcluster project namespace for "fenix"

Similar to bug #1448984.

We have a new project on GitHub that we started to use taskcluster for:
https://github.com/mozilla-mobile/fenix

Now we want to start using the secrets service, role manager and index service.

For now the same group that has access to our other Android projects can/should have access here too (focus_android_eng).

Would it make more sense to grant that LDAP group access to all mozilla-mobile/* github repos/

Yeah, I guess this would make sense. We might want to rename the LDAP group for that too. The "focus" part is misleading and mozilla-mobile org also includes iOS. A <mozilla-mobile LDAP group> to <mozilla-mobile/* github repos> mapping would totally make sense here.

if/when you get a better-named LDAP group set up, let me know and I can create a role for that, too (and later delete this role).
