Datasets: Crash Aggregates -> This component can be removed, with existing bugs moving to "Datasets: General"

Datasets: General -> Set triage owner to :mreid

Datasets: Mobile -> Set triage owner to :frank

General -> Set triage owner to :thuelbert

HBase -> This component can be removed, with existing bugs moving to "General"

Monitoring & Alerting -> Set triage owner to :melissa

Telemetry APIs for Analysis -> Set triage owner to :mreid
