Tests in browser/base/content/test/general that are for AppCache should probably be within their own directory. Since we removed appcache over insecure the pref was added to the tests: https://searchfox.org/mozilla-central/rev/f65d7528e34ef1a7665b4a1a7b7cdb1388fcd3aa/browser/base/content/test/general/browser.ini#9 this should be removed from this file. This will simplify disabling them in try / removing them too.
And it will also simplify removing them eventually altogether :)
