We don't have a solid plan for major changes to airflow such as version bumps -- write one up for the Airflow 1.9 upgrade and document its use for similar changes in the future.

The changes that were made to bug 1475630 might make an upgrade plan easier to carry out now. There isn't a great story for validating data, but we can check that everything runs without failing on a small subset of data.
