Here's a patch. A try run doesn't show anything involved with XHRs: https://treeherder.mozilla.org/#/jobs?repo=try&revision=c62d8a6b333e4f90a7289d1967d7b72a0cc5eb27

Note that the remaining 2 test failures in the same XHR WPT are caused by NS_NewURI throwing on URLs with empty usernames (just a password), not due to the precedence rules. I expect that we might as well handle that case in its own bug.
