In bug #1430937, we wrote an AWS lambda function implementation of the stage submitter that triggered on raw crash saves. Awesome! ...

However, Pigeon already triggers on raw crash saves and we can't have two things triggering on the same or overlapping prefixes.

Miles brought this up, we harumphed for a few moments, and then Miles suggested we switch it to trigger on *processed* crash saves. That's a way better idea because we don't want to be stage submitting non-processed crashes anyhow.

This bug covers fixing the stage submitter to trigger on processed crash saves.
