When a revision does not have an bug id, the bug is made public but we also need to remove secure-revision tag

If the secure-revision tag is on a newly created provision, and the revision does not have a bug id, the feed daemon makes the revision public but needs to also clear the secure-revision. Otherwise the email content will not be visible in any emails delivered.
