"Stop" not active while animated gif is running

Details

This tests says that as the animated gif is running, "Reload" should be 
inactive and "Stop" should be active. This is not the case, "Reload" is ACTIVE 
and "Stop" is INACTIVE.
Because of this, I am unable to perform step 5, stopping the gif in mid-
animation.

Also, clicking reload does not re-animate the gif. Hitting Shift-reload does.
and always add the build ID in a bug report..
