Esc doesn't close Message Filters dialog after doubleclicking a filter and hitting New Folder

1.0.0 branch build 2002051806, Win2k. Sorry for not testing with a trunk build.
* Open the Tools menu and select Message Filters
* Doubleclick a filter.
* Click the New Folder button.
* Press Esc. The dialog closes.
* Press Esc. The dialog closes.
* Press Esc. The dialog doesn't close.
If you click a filter and press Edit instead of doubleclicking a filter, it
works as expected.
Is message filters a window or a dialog?
it's sizable, the xul itself uses <window> (I can tell because it gets flipped
around poorly).
It's size and shape is more like a dialog, but there is no cancel/close button.
jglick: please explain what kind of creature you want this thing to be.

Its a window. So is Search.
escape only works for dialogs, since per jglick this is a window escape
shouldn't close it.

For the record, Esc used to close the message filters window _unless_ you had
doubleclicked a filter. Now it never closes the window, so the inconsistency is
solved.
