Check and create 'Local Directory' directory.

Details
If we change the default 'Local Directory' to a directory that doesn't exist,
Mozilla should make an attempt to create the directory.
This should apply to 'Import' (Local Folders I'm guessing?) and normal account
changes.

I'm still having this problem with 1.3b on Windows 2000 SP2. I set up a new
account and changed the Local directory. I then told Mozilla to retrieve
messages for this account. It connected to the server, but then popped up a
dialog saying "Unable to receive messages". I looked at the local directory I
specified and it was not there. So I created it by hand and then retried
receiving messages. This time they were successfully retrieved.
Certainly if Mozilla can create directories in the default location, it can
create directories in a specified location.

Fixed in 1.6b. This bug is probably a dup, but no time to find the original,
I'm afraid.
