We need to store errors and warnings in the database in order to use them efficiently in dashboards and for filtering.

As part of this bug we will create a data model and start storing bypassed warnings in it.

Fix bug 1458344: Create data model for storing checks (#963)

This patch introduces a data model for storing errors and warnings for
translations. Data is also available in Django Admin. For now, we only
store warnings that are ignored when translating from the main translate
interface.
