[Affected versions]:
- Firefox 60.0, Firefox 60.0b15, Firefox 61.0a1 (2018-05-01)
[Affected platforms]:
- Windows 10x64, Ubuntu 16.04x64
[Steps to reproduce]:
1. Launch Firefox.
2. Go to https://www.bing.com/.
3. Select the [Outlook.com] link from the header section.
4. Press the TAB key 3 times.
[Expected result]:
- The active element should be the left pointing arrow from the bottom-right section of the page.
[Actual result]:
- The preferences list selection is displayed. The list is empty so you see a dashed line, 2px in height. See the attached screen-cast.
[Regression range]:
Not a regression, since it's reproducible on Firefox 4.0b9pre. Earlier versions do not display the website's affected section properly.
[Additional notes]:
- The issue is also reproducible if instead of steps 3+4 you press the TAB key 10 times.
- The list should be skipped since it's not displayed, as default.
- The issue is not reproducible on other browsers.
- Issue is not present on macOS 10.12.6.

The element is #id_hbfo, and its HTML for me is:
> <span id="id_hbfo" _iid="SERP.5068" class=" hpfo hb_hpqexp slide_up" aria-hidden="true" aria-haspopup="true" role="menu">
It's not clear to me why this element is focusable at the first place...
Anyway, it sounds like a problem related to the focus manager, so move to DOM.

Reproduced on latest nightly 71.0a1 from 24th of September in MAC OS X 10_14_6.

This issue was reproducible on Windows 10 with Firefox Nightly version 74.0a1 (2020-01-14) (64-bit) / Beta version 73.0b4 (64-bit) / Release version 72.0.1 (64-bit). Marked as affected.
