[Affected platforms]:
- Windows 10x64, Ubuntu 16.04x64 

[Steps to reproduce]:
1. Launch Firefox.
2. Go to https://www.bing.com/.
3. Click inside the search box.
4. Press the TAB key, so that the Bing menu selection is activated.
5. Click the search icon(do not release).
6. Holding the mouse button pressed move it left-right.

[Expected result]:
- The selection on the button is displayed correctly, without any movement after step 6.

[Actual result]:
- The selection moves left-right as you move the mouse. Only the search icon is selected, not the whole button.

[Regression range]:
Not a regression, since it's reproducible also on Firefox 1.0. 
 
[Additional notes]:
- See attachement. Click action is not highlighted in the gif.
- The issue is not present in other browsers.
- If you skip steps 3+4 the bug is not reproducible.
- Issue is not present on macOS 10.12.6 .
