On Linux, toggling title bar is resulting in windows blinking and changing order (another one take focus on foreground, likely the first one), and it's also moving every windows present on other desktops on the current one. Bug reproduced on Archlinux running Gnome 3.28 on Wayland.

Yes but we can't fix that as window ordering is controlled by compositor.
