phab-bot needs to be a member of all groups we sync over to Phabricator so that it can set permissions on the revisions and add attachments to the private bugs. So when syncing a new group for the first time we need to also add phab-bot to the group in BMO.
Also when looping through the list of groups that are being synced, we need to make sure the permissions are always set properly on the Phabricator project group.
