In RC2:
can't open second browser window
can't open mail/news
can't open IRC chat
CAN open open new navigator Tab!

I have same problem with daily builds last week.
I uninstalled, rebooted, reinstalled, problem persists.

Reproducible: Always
Steps to Reproduce:
1.Install
2.run mozilla
3.file/new/navigator window
get hourglass, no action

Actual Results:  Nothing except the hourglass

When I close mozilla, it doesn't really close, even though I DON'T have the 
quicklaunch set.  I can't start it again unless I ctrl-alt-delete and go to task 
list.  No 'mozilla' appliation is showing after I exit, but mozilla.exe is shown 
as a running process using 25905K of memory (down from 26148K when actually 
running).  If I kill that process, I can start mozilla again...but the opening 
windows problem persists.

Please try to uninstall all third-party Themes (with the preferences) or delete
all files in Mozilla_Profile/Chrome/
