Details
Using FIrefox 60 x64 in win10. (this was also occurring in Firefox 59)
Right after FIrefox launch, if you have desktop notifications. clicking '+' (open a new tab) will open each relevant link in a new tab.
STR
- Launch Firefox ( I have enabled in Options|'Show your windows and tabs from last time').
- (provided that you have allowed desktop notifications from a site, e.g. YouTube)
let's say that there are 3 notifications displayed.
- if you click the '+' button in tab bar (in order to open a new tab),
for the first 3 times you click it, instead of opening a new empty tab,
each time a YouTube page will open in a new tab (from each desktop notification) as if I had manually clicked on that notification,
and then, at the 4th click, a new empty tab will eventually open.

I think the click is going to a notification in the top right.
