14604 - [PP] Mac only, when migrating the #Mozilla User Preferences string is being put at the end of the prefs.js

Using 19990922 build on Mac PPC when migrating a 4.x profile, the string
#Mozilla User Preferences is being put at the end of the prefs.js file, causing
an error trying to launch the new pref.  Work around is to open the prefs.js
file and move the string to the top.

1. Remove Mozilla Registry file
2. Rename User50 directory
3. Run Mozilla Installer
4. Select a profile to migrate and click Start
5. After crash, Run Mozilla Messenger

Result: you get an error about the #Mozilla User Registry..., clicking OK your
account in your profile is not listed.
Exptected:  To see my account and be able to use it.

Why was this assigned to Seth?  Granted I love to delegate but he shouldn't have
to work on this bug.  I'll leave it assigned to you Seth but if you want me to
do this I will.
