http://spritedust.diaryland.com uses a fixed background image using
"bgproperties=fixed" in the HTML "Body" tag. When I view the page in Internet
Explorer v.5, the background image remains fixed when I scroll the text, but in
Mozilla, the background image is scrolled as well.
Reproducible: Always
Steps to Reproduce:
1. Go to http://spritedust.diaryland.com (also noticed same problem at
http://www.shininghalf.com/starfox/index.html,
http://childofmana.tripod.com/quotes.htm, etc.)
2. Scroll down the page.
3. Background image is intended to stay motionless and does not.
Actual Results: Background image scrolled along with text.
Expected Results: Background image should remain fixed.

bgproperties is an Microsoft Internet Explorer proprietary attribute, and it's
previously been decided not to implement it in mozilla. the same thing can be
achieved with CSS.
