There are two Character Set submenus in View menu

Summary: Duplicate Character Set submenu → Duplicate Character Set submenu (second one empty)
The duplication is ok, the second menu is just the replacement for the (older)
first one. We'll have them together until we're ready to switch. The real
problem is that that second menu is completely empty and non-functional! I have
a fix for it waiting review and approval.
