Since yesterday's Nightly (or thereabouts) keyboard shortcuts for tab switching have been going in what appears to be some sort of most-recently-used order. Originally I thought it might have something to do with the bug 1460221 family of bugs, but those more-or-less appear to be fixed (except opening new tabs sometimes appears to the right of other recently-opened tabs and sometimes immediately right of the parent tab. Maybe I should be filing two bugs)

Can you test latest Nightly to see if it's still reproducible? As this bug could be dupe of bug #1460221 and fixed by its patch.

It appears to be fine on 20180511, so that lines up with your hypothesis nicely.
