1461456 - link to documentation about getting raw dump access

There should exist documentation for how to get raw dump/pii access in Crash Stats and a link to that documentation in the webapp in "appropriate places".

As near as I can tell, neither of those exist. If they do, then I either don't know where or I did know where and I've forgotten because I forget so many things and I probably wrote it down somewhere but forgot where I wrote it down, too.

I didn't see anything in the Socorro docs on readthedocs.

I didn't see anything in the wiki.mozilla.org docs.

There's a brief mention on this page: https://developer.mozilla.org/en-US/docs/Mozilla/Projects/Crash_reporting/Understanding_crash_reports

I think that's the only thing we have written up.

We should flesh out what we have in Mana and make it available in a public place with a link on the site.
