Steps to reproduce:

FireFox 60.0 (64 bits)
Computer GPO application to define HomePage is no longer recognized by FireFox v60.0

With Firefox beta versions v60.0b7 and v60.0b12, this worked perfectly. This is a regression!

In beta v60.0b7 and v60.0b12, the GPO computer home page is applied (Mozilla/Firefox/Home/Home/Home/URL for Home page)  but in the last v60.0, the home page is not loaded and in the home page configuration screen, the URL is empty.

I use the latest GPO version 1.0 (ADMX) files available online.
Is ADMX no longer correct?

Warning: ADMX v1.0 has had changes that are incompatible with the previous version(s), among others for the "Disable Set Desktop Background" which no longer affects the same value as the "Block Set Desktop Background".

steps to reproduce :

Use the GPO v1.0 ; Create New GPO ; 
- "Computer/../Mozilla/Firefox/Home/Home page/URL for Home page", 
-- set a URL for this test.
Update GPO or reboot computer
Install FireFox v60.0b12 and start : the home page is correctly displayed
Now we uninstall the beta version and install version 60.0.
The home page does not display the configuration (options, home page) remains empty.

Avec les versions Firefox beta v60.0b7 et v60.0b12, cela fonctionnait parfaitement. Ceci est une régression !

Dans la version beta v60.0b7 et v60.0b12, la page d'accueil de l'ordinateur GPO est appliquée (Mozilla/Firefox/Home/Home page/URL for Home page) ; mais, dans la dernière v60.0, la page d'accueil n'est pas chargée et dans l'écran de configuration de la page d'accueil, l'URL est vide.

J'utilise les derniers fichiers GPO version 1.0 (ADMX) disponible en ligne.
Est-ce le ADMX qui n'est plus correct ?

Attention : l'ADMX v1.0 a eu des changement qui sont incompatibles avec la(les) version antérieur, entre autre pour le "Disable Set Desktop Background" qui n'affecte plus la même valeur que le "block Set Desktop Background".

The v61.0b4 is correctly. The bug is into the v60.0 and not into the ADMX.
Check on the last Windows 10 Enterprise Fr : FireFox v60.0 does not display the configuration (options, home page) remains empty. With v61.0b4, this is correctly.
I can confirm that 60b15 was still working fine. 60final has a bunch of GPO regressions and half of the GPOs are not working.

Running Process Explorer shows that firefox.exe is reading the registry values but they are now showing up in about:config.
Apparently changing the default homepage is considered a security issue .. which is why this GPO does not apply to the rapid release version of firefox. You have to use the ESR version ... wtf.
I can't reproduce this in Firefox 60.0esr, 61.0b4 or the current Nightly. en-US locale, separate, brand new profile for each. "URL for Home page" configured under Computer Configuration; the one under User Configuration not set.

It doesn't work in regular 60.0, but that's intended behavior:

Some policies can easily be used to hijack the browser, so we only make them available on ESR righ tnow.

We are investigating mechanisms to make all policies available on Rapid Release similar to how Chrome uses an Active Directory check, but we don't have a solution yet.

I hope to have something by Firefox 61.

One other note I just realized. We renamed some of the policies for version 1.0 which is why you saw the disable desktop background change. Sorry about that. We should have done that earlier.

InstallAddons -> InstallAddonsPermission
RememberPassword -> OfferToSaveLogins
DisableSysAddonUpdate -> DisableSystemAddonUpdate
CreateMasterPassword -> DisableMasterPasswordCreation
BlockSetDesktopBackground -> DisableSetDesktopBackground
