In bug 1105832, we added dumping of inactive layer trees to the display list dump. In bug 1113837, we started building the display list dumping code by default, not just in MOZ_DUMP_PAINTING builds. However, the dumping of inactive layer trees remained limited to MOZ_DUMP_PAINTING builds. I think we should include the inactive layer trees by default as well.
