1462356 - Switching browser language after upgrade does not work properly

 -  Google Pixel XL(Android 8.1.0);
 -  (Android );

Build(s):
 - Nightly 62.0a1 (2018-05-17);
 - Release 59.0.2
 - Beta 61.0b5

Steps to reproduce:
 1. Install an earlier version of Nightly for e.g. 61.0a1 (2018-05-07) 
 2. Change the browser language to anything else then EN-US.
 3. Upgrade Nightly to the latest version and change the browsers language to EN-US.

Expected result:
- Browser menus translate correctly to the language selected (EN-US) 

Actual result:
- Custom menu still remains in the language previously selected for the browser being updated
- Also the FXA Sign in page & about:firefox page is still in the old language

Notes:

-the workaround for the issue is to select the EN-US language once again and it will change the browser's language
