I have reproduced this bug with Nightly 62.0a1 (2018-05-17) on Windows 10, 64 Bit!
This bug's fix is verified with latest Beta!

I tested using the latest Nightly 63.0a1 and beta 62.0b7 on Windows 10 x64, macOS 10.13 and Ubuntu 16.04 x64. All the links from the Identity popup section successfully redirects to the preferences section as described in the mock-up plan.
