I have verified that this issue is no longer reproducible on Windows 10 x64, Mac 10.13 and Arch Linux, with the latest Nightly (62.0a1 - 20180607220114) build installed. Now the onboarding tour is no longer displayed on subsequent opened tabs, if it was previously dismissed.
