Steps to reproduce:

- Under "Options > Privacy & Security > Cookies and Site Data" set "Keep until" to "I close Firefox"
- Visit a website that uses local storage, for example www.theguardian.com
- Close Firefox
- Open Firefox again


Actual results:

Local storage isn't deleted.


Expected results:

Local storage should have been deleted.
