Environment: 
Device: Prestigio Grace X5(Android 4.4.2);
Build: Nightly 62.0a1 (2018-05-24);

Steps to reproduce:
1. Go to https://mozilla.github.io/webrtc-landing/gum_test.html;
2. Choose Audio & Video and accept permissions;
3. Close Firefox from Task Manager;
4. Open notification bar.

Expected result:
"Camera and microphone are on" notification is not displayed since the browser is closed.

Actual result:
"Camera and microphone are on" notification is still displayed.

Notes:
- notification can be dismiss on with Clear data from Android settings;
- not reproducible on Nexus 6P(Android 8.0), Xiaomi Mi4i(Android 5.0.2), Lenovo Yoga Tablet 2(Android 4.4.2);

I am able to reproduce this issue on the latest Beta version (68.3b3) using Samsung Galaxy Tab S3 (Android 8.0).
Notes:

• bug 1565475 may be important for this issue too.
